To The Los Angeles Police Department Board of Rights:
I am writing in response to a recent tentative ruling from Judge James C. Chalfant, Case Number 24STCP01675, Department 85, on September 19, 2024, concerning backpay to Los Angeles Police Department sworn officer Isaac Lowe. I certainly do not agree with any notion that Isaac Lowe should be afforded any amount of backpay. He is guilty of gross levels of both constitutional crimes and hate crimes.
I want to take a moment to remind the Board of Rights that in addition to the murders Isaac Lowe committed in 2002, both off duty and on duty, within weeks apart from each other that he was never prosecuted for and the occasion in 2005 when he crashed into another car in San Bernardino County, while driving under the influence that he was never prosecuted for and made several lies to the responding deputy, and committed several threats to the driver of the vehicle he crashed into, and all the other unpublicized LAPD policy violations that have led to his demotions, Isaac Lowe is also blatantly guilty of violating constitutional crimes and committing hate crimes that caused the death of Scott Waehner of February 17, 2022.
In Judge James C. Chalfant’s tentative ruling, he mentions that on April 5, 2022, Isaac Lowe was relieved of his duty without pay pending a hearing before the Board of Rights, and that on January 23, 2024, “Lowe and LAPD agreed to a one year rehabilitation program for the professional treatment of various issues, as well as future hearing dates before the Board of Rights for quarterly progress updates.” The last of those updates is January 7, 2025. I therefore must insist that upon concluding the hearing on January 7, 2025, Isaac Lowe must be found unfit for employment with the City of Los Angeles and the Los Angeles Police Department, and that charges be initiated and prosecuted for the constitutional crimes and the hate crimes Lowe committed, which led to the death of Scott Waehner.
Isaac Lowe unlawfully used surveillance cameras and confidential renters’ information available to him through his wife Yvonne Lowe to target marginalized groups, which included transgender people, such as myself. Isaac Lowe then used his influence and leverage as a sworn police officer to harass, investigate, entrap, and attack members of society from marginalized groups. Isaac Lowe employed his son Aaron Darnell Lowe to throw bricks on the ceiling I shared with Scott Waehner. Aaron Lowe did this all day and all night, every day and night for at least 8 months. Aaron Lowe violently kicked our door and threatened our lives. Aaron Lowe not only colluded with his father and mother, but also with his father’s supervisor, Sergeant Detective Edward Acosta, and Francis Gene Acosta, the son of Sergeant Detective Edward Acosta.
In January 2022, Francis Gene Acosta attempted unsuccessfully to obtain a restraining order against me, and then under the supervision of Yvonne Lowe attempted unsuccessfully to evict Scott Waehner and me with an unlawful detainer.
Furthermore, it was obvious that Aaron Lowe fell out of favor with his father after Scott Waehner died, and Isaac Lowe was suspended and returned to the address where he attacked Scott Wahner and me to continue his assault on me. During this time Aaron Lowe also initiated a violent attack against another neighbor in which he used pepper spray and then successfully filed a restraining order against the victim and stole another person’s identity in the process.
Scott Waehner was afraid for his life because of the attacks against us by Isaac Lowe, Sergeant Detective Edward Acosta, Yvonne Lowe, Aaron Lowe, and Francis Gene Acosta, and other LAPD detectives at the disposal of Isaac Lowe and his supervisor, Sergeant Detective Edward Acosta.
Scott Waehner retreated to an abandoned RV parked on the side of the road in West LA so that he could find a safe place to exist. This RV did not have power. It did not have plumbing. As a result, Scott Waehner relied on eating pizza from a restaurant. Scott Waehner had a bad heart. He had a triple bypass surgery just 4 years prior to his death.
On the night of February 16, 2022, Scott Waehner returned home from the RV while I was installing aluminum foil on our ceiling in the bathroom to help prevent the use of the listening devices and thermal vision technology that Acosta and Lowe had deployed against us for over a year. Scott had a shift at the Disney Center that he had to prepare for the next day. On February 17, 2022, Scott overslept. He was struggling with his health. The pizzas were clogging his arteries. Scott rushed to the bathroom to brush his teeth. Then he was next to me putting on his uniform. He had everything he needed except his phone. Scott turned his body to get his phone off the charger, and just as he did that, his heart exploded. Scott’s body violently slammed against the wall like he had been shot in the chest, and then his body slid to the floor. I called 911 and gave Scott chest compressions. No amount of chest compressions was going to help Scott Waehner. He bled out and died before the first responders arrived.
I also want to remind the Board of Rights about a man named “George Floyd,” who was murdered by a sworn police officer who had a career of unpunished misconduct. Millions of Americans marched around the country in honor of George Floyd, protesting against malicious police violence. Billions of people marched and protested around the world in honor of George Floyd, hoping to persuade Americans to curb police violence. Yet here we are today, 4 years later, lollygagging around about Isaac Lowe, another sworn police officer with a career of misconduct. Please do not allow the deaths of George Floyd and Scott Waehner to be in vain.
