This was Yvonne Lowe’s response to Scott Waehner’s email. Scott inquired why all the attention towards Richard Isaac Powell a.k.a. Barbie. Yvonne replied that she noticed only Scott was on the lease. She also copied this reply to Francis Gene Acosta. A year later, January 25, 2022, when Scott Waehner and Barbie Powell were summoned to court for an unlawful detainer by Francis Gene Acosta, on behalf of Winstar Properties, in an effort to evict from residence. Winstar Properties was unable to produce a lease. Scott and Barbie had a 12-month lease with the prior owner. Neither one of them had a lease with Winstar Properties as Yvonne clearly lied and said there was and that was the justification for her actions.

We are in receipt of your 3 Day Notice to Vacate dated December 31, 2020. The original lease I signed on January 2015, includes an addendum for an additional occupant. Consequently, I was issued 2 sets of keys: 2 door keys, and 2 mailbox keys. My current roommate, Richard Issac Powell, has lived here since October 1, 2015, and we brought this to the attention of the person who was the manager at that time and requested they update their records, accordingly. There was never an objection to Mr. Powell becoming my third consecutive roommate, and one additional occupant. As a result, Mr. Powell has been in possession of the second set of keys issued by the original leasing manager for more than five years.
You have been aware of Mr. Powell’s presence as an occupant to unit 212 for a significant amount of time. You noticed his presence in the unit as we prepared for the exterminator on November 11, 2020. You saw him again him again on December 2, 2020, as he returned from the Laundromat with his clothes.
Notice how I’m using the pronouns he/him and Mr. when identifying Mr. Powell. I’m doing this to maintain consistency to avoid confusion so we will know exactly who I’m referring to. As you noticed Mr. Powell no longer uses those pronouns since he is in the process of transitioning to a transgender woman. I wanted to take a moment to formally bring this matter to your attention, because when Mr. Powell returned from the Laundromat on December 2, 2020, in a red mini skirt and matching red cropped tank top, just before you entered our unit with the exterminator, you were visibly upset by his presence. When you left our unit you reminded me of the importance to wash my clothes. I pointed out to you the obvious work in progress. Mr. Powell thanked you for your concern as you walked away, and you paused as you were walking by the staircase; you looked over your right shoulder, and gave Mr. Powell a very angry look, and did not say anything before you continued walking away.
I wanted to take a moment to bring these facts and these truths to your attention. I’m concerned your actions are retaliatory. I’m concerned the owners of St. Moritz, Winstar Management, and you may be violating Federal Fair Housing regulations, and/or state and local civil rights codes.
As a result of these concerns, I’m formally inquiring with you why, after all this time has passed, without incident, you are taking such a strong, ill advised position against Mr. Powell, insisting he is an illegal occupant.
This was the letter that led to the termination of employment at Winstar Properties for Francis Gene Acosta February 8, 2022.

Just wanted to let you know your property manager at St. Moritz building Francis Acosta has been occupying the vacant unit #312 with the approval of your area manager Yvonne Lowe since March 2021, for the purpose of staging terrorist attacks against the unit below by throwing up to 200 lbs. of landscaping bricks on the floor/ceiling all day and night.
In May 2021 Francis Acosta included Yvonne Lowe’s son as an accomplice to this endeavor. It continues to this date.
LAPD detectives are investigating their own detectives, Acosta and Lowe who work out of the Pacific Division for police misconduct. Investigators are also reconciling events from the vacant unit and #212 to investigate possible hate crimes since one of the residents of #212 is transgender.
Considering your interests in Holocaust survivors, it may be a little embarrassing to be a defendant to a hate crime.

This video is LAPD Sergeant Detective 2 Edward Acosta 33104 stalking me on December 31, 2021, after his son, Francis Gene Acosta, unsuccessfully attempted to get a restraining order against me. During which time, Francis Gene Acosta, while under oath and on the record denied his father is a cop and living in the same building as me.
LAPD Detective 1 Isaac Aaron Lowe 34414 worked under the supervision of Sergeant Acosta 33104 during the time span of 2017-2022 years in which they have been culpable of misconduct and committed crimes, including hate crimes.
Isaac Lowe is no stranger to misconduct and crime. While off duty, August 8, 2002, Isaac Lowe shot and killed South Pasadena resident John Lamar Chavez, a 34 year old Hispanic male, as the result of a bar room brawl at Tailgaters in Sierra Madre.
On December 5, 2002, 27 year old Isaac Lowe, while in uniform and on duty at Hollenbeck Dividion, chased 26 year old Jose Tito Diaz, then shot (double tapped) and killed him. At that time Isaac Lowe had been with the LAPD 5 years. Isaac Lowe is African American and Jose Tito Diaz was Hispanic.
In September 2005, Isaac Lowe was involved in a fender bender in San Bernardino, where he lives. He smelled of alcohol and vehemently denied being the driver. Then 2 hours later finally admitted to being the driver. During the time the San Bernardino motorcycle cop questioned Lowe and 2 other off duty law enforcement officers riding with him, Isaac Lowe unleashed a stream of curses and threats against the other driver.
This is another LAPD vice detective who with Sergeant Edward Acosta and Detective Isaac Lowe out of Pacific Division. This detective randomly sent me a text message without provocation. They were using the surveillance cameras in our building to monitor me. I was working at the Hollywood Bowl. They were attempting to suggest I was working as a prostitute.This is Aaron Darnell Lowe, son of LAPD Detective 1 Isaac Lowe and Yvonne Lowe who was the Area Manager for the company that bought the building we took residence since 2015. The new owner took issue with me being transgender and employed Yvonne Lowe to protect their investments and target Scott Waehner and me. Yvonne Lowe hired Francis Gene Acosta to be the property manager in December 2020. In March 2021, Francis Gene Acosta moved into the unit above us and started throwing 50 lbs. landscaping bricks on our ceiling all day and all night. In May 2921, Aaron Darnell Lowe joined Francis Gene Acosta. They used 4 bricks.

In November 2021, Francis Gene Acosta attempted to convince a building inspector to take issue with Scottie and me. Instead the building inspector inquired as to why our ceiling was collapsing. The next day Francis Gene Acosta and Aaron Darnell Lowe put their 4 landscaping bricks and a dresser they used to push them off next to the dumpster. A few days later they took one brick back to their unit and still continue to use that brick as of January 8, 2023. I recognized the dresser, which was used in a profile pic on Grindr by Francis Gene Acosta.
